this server is small and is really wanting to get out there. they have artwork being done, and are formed from some of the coolest, friendliest staff out there. It'd be more of a pleasure working with them than anything.

Hey man, this is probably your best option... Begin with updating all of your plugins. I know it's time consuming, but it will benefit you for sure. However, I have an opinion on your plugins:
Chatcolor2, FakeLogin, ClearChat, GroupManager, Lift, altchecker, BetterChairs, ConsoleSpamFix (Lol I tried getting this one to stop the spam errors) cmdChange, obushutthehellup, SuperTrails, VoxelSniper, RandomTeleport, RainbowBeacons, Launcher, SimpleAPI, Pingas, CoreProtect, asyncworldeditinjector, WorldEdit, timtheenchanter, EasterEggHunt, OpenINV, AutoBroadcast, ClearLag, Heads, SimplePets, BelovedBlocks, ProtocolLib, MaintenanceManager, MultiverseCore, VPNGuard, eZProtector, iDisguise, VoidGenerator, BlocksHub, AdvancedSlabs, Vault, ServerListPlus, statuecreator, SimpleSit, MassiveCore, SafeCommandBlocks, SignURLs, SimpleRename, LWC, WorldGuard, PlayerVaults, Essentials, MarraigeMaster, KitAdder, Citizens, ColoredTags, ArmorStandTools, Stats, Autorank, CTSNC (CTSNC is in red. I have never installed this plugin and there is no jar file for it...???)
Red = Unnecessary
Yellow = Another plugin is capable of doing its task
Green = Better Alternative
Blue = Definitely can be updated
Thaaats just my opinions though. As far as PvP goes, I can't really help you with that with the given information. A good start is updating your plugins though. I'm actually good with all of this stuff so you could add me on Skype @ Unrealistic.Being, and I'll be online in about 5-6 hours to help you if you'd like

You'll probably only find out on the next WorldEdit update whether or not they support it. But it should be as simple as an ID. For slabs you can do like 44:5 and do a specific slab, and if it's an elevated slab do something like 44:12 or so. A bed could be as simple as bed:3, but then again I don't really know the IDs so.. yeah.

Say what you want, but you're going to want an anti-cheat plugin because without it, you're going to have hackers online all of the time flying around, killing your regulars and making them leave, and trash talking your protection.

There's a number of anti-cheats, but I can only say 3, beginning with the well known...

As far as functionality goes, this is a great plugin. You can't depend on it to catch every hacker, nor to tell you with good accuracy who is hacking, but it will give you an idea of who might be hacking and your staff can go watch them. It takes some time to get a grasp on what VLs to look out for and what not, but it's really not a half bad plugin.

I've had a version of this, and it looked like a VERY cool plugin and after a bit of testing with a friend it seemed to do its job well with not many false positives. Of course, you can't expect a plugin to always catch hackers, but this seemed to do its job for the small amount of testing I did do. However if you're on a budget, this is not the way to go.

This is the anti-cheat a server I'm manager on uses. I've not personally messed around with this, but after some tweaking it's not half bad. I'm really only listing this one because I know it exists and isn't terrible. I don't have any experience with this.

As for your problem, it's that you're using EssentialsChat... and you have this bit:

  format: '[{DISPLAYNAME}] &7➤&r {MESSAGE}'
  #format: '&7[{GROUP}]&r {DISPLAYNAME}&7:&r {MESSAGE}'
 
  group-formats:
    Default: '[{GROUP}]{DISPLAYNAME} &7➤&7 {MESSAGE}'
    Player: '{DISPLAYNAME} &7➤&7 {MESSAGE}'
    Mod: '{DISPLAYNAME} &7➤&5 {MESSAGE}'
    Admin: '{DISPLAYNAME} &7➤&c {MESSAGE}'
    Supporter: '{DISPLAYNAME} &7➤&6 {MESSAGE}'
    Owner: '[{GROUP}]{DISPLAYNAME} &7➤&c {MESSAGE}'

If I'm correct, {GROUP} only displays the group name (in your case: Owner), and not the group's prefix. The solution to this would be setting your prefix in the EssentialsChat, by changing it to the desired prefix. I'll show you:

  format: '[{DISPLAYNAME}] &7➤&r {MESSAGE}'
  #format: '&7[{GROUP}]&r {DISPLAYNAME}&7:&r {MESSAGE}'
 
  group-formats:
    Default: '&c[&7Default&c]{DISPLAYNAME} &7➤&7 {MESSAGE}'
    Player: '{DISPLAYNAME} &7➤&7 {MESSAGE}'
    Mod: '&c[&5Mod&c]{DISPLAYNAME} &7➤&5 {MESSAGE}'
    Admin: '&c[&4Admin&c]{DISPLAYNAME} &7➤&c {MESSAGE}'
    Supporter: '{DISPLAYNAME} &7➤&6 {MESSAGE}'
    Owner: '&c[&4Owner&c]{DISPLAYNAME} &7➤&c {MESSAGE}'

^ ^ All I did was I used the prefixes for the provided groups in your groups.yml and put them in your formats given above. Some don't have prefixes because you didn't provide any. There's an example for you.

I'd recommend ensuring your plugins are all updated, and that you don't have any other shop plugins, better, any plugins interfering with this one. It could be another shop plugin you have installed messing with it, or a plugin messing with signs??? I would definitely check console on boot up and whenever you try to make a sign.

Are you sure your configuration set up is correct? And have you messed with the locale files?
