To me all the beacons are a random confusing block.

I know how to use them but i would never use 3 obsidian on one just for a decoration.

They are NOT unuseful,if you know how to use one correctly they can give you powers...

Yes, but jump boost dosnt really give you to much of a jump boost, and haste only affects a small area so its silly for mining, and whats the point of the rest when you can just make potions for them instead of going to all the trouble to kill the wither

For every layer under the beacon and each layer increasing by 1 more block around the edge, each layer adds another powerup and the range of the selected powerup, they are very useful blocks to put in your mansion or server spawn to add, regen, speed, strength, jump boost, haste, or resistance to the general area
