It's in the 1.8 skin format. Most skinning websites don't allow that format. However, MinecraftSkin 3D if you go into the link at the top where it says Human, if you click there and go into mobs then passive you'll see a tab that says Human (1.8). Click on that one you'll be able to make the arms and legs diffrent. I'm sorry my answer is so long but I hope I helped.
