A 4-bit skin is using 4 "squares" on a grid (the common skinning grid) for shading. It creates a blocky effect. Resolution skins are what I usually use when making skins. It's where you use only one square per shade (if that makes sense, it's hard to explain without visuals). So in this be case yes, this is a 4-bit skin. A resolution skin would be what I normally make, but I decided to try something new.
