This is a character in my own sci-fi book, Battles of Shataran. The Fortean Killer is an alien from the planet Fortmass. He is a reptile-like assassinator who tried to kill the security guard in the Interstellar Departure Port, Otto An'Stan. He is now in jail on Pluto.
His species, Forteans, are strong bipedal tortoises with spikes and an aluminim shell.
