The Famous Meme and true Time Monster, Slenderman

The Slenderman is one the wildest and most mysterious foes ever faced by any Time Lord, including the Doctor himself. The Slenderman is known for his ability to stop time and break any TARDIS lock. He breaks into the TARDIS, kills the respective Time Lord, and feeds off the Atron Energy until the TARDIS itself dies; after this, he goes after another TARDIS and Time Lord. He can stop time and continue moving while the others remain frozen. Due to humansincompatibility to realize this, they label it as 'teleporting'. He is currently stalking the remaining 5 Time Lords; the Senator, the Profit, the Chaos, and, of course, the Controller and the Doctor.
