The Empire needs strict and efficient control over it's military and navy, making the need for an officer that is both skilled and strategic. Only the Imperial Moff has the intelligence to plan out and execute commands for its troops, making need for their experience and abilities in the Empire. Imperial Moffs create plans and orders for the officers to carry onto their soldiers to fight against the Rebellion.
