There are no 1.8 skin editors yet... at least I don't think. The 1.8 skins that I have were made with trial and error, take MY skin for example, for it to be complete I had to upload it to PMC roughly 20 times. I'm sure there would be templates out there, it's all a matter of searching for them. :)

It's with the new 1.8 features. They're really cool and they basically allow a "hat" over the whole body. In other words, a top layer for the whole skin. :)
