This is the power surge. He is a villain which shoves his hands into his enemies and zaps them with high amounts of vaults till they disintegrate. He uses his negative energy boots to absorb energy from his dead enemies to make his next kill more efficient, he can also use his energy to pull people towards him. His enemy (Hero) is Nenative man who absorbs electricity through his mouth, the power surge would be able to kill him however he is immune to electricity and I don't think he can get his foot in his mouth.
