All of these packs were publicly given in multiple youtube videos, which means they let it out for people to use

Um, no. Using it is different than making a mash-up. Unless they specifically stated that, I guarantee you they are not okay with it. I publicly release my packs, do I want other people using those assets in other packs without my permission? No. I don't.

You could at least edit them, which would be a bit more ethical in my opinion since it's putting some effort into the pack [and no, looking up all the different packs to take assets from is *not* effort]. But still, you shouldn't release it unless you have made substantial changes to the original work.
