I believe that the Nether music is replaced with the older nether music from Console Edition. If not, then its most likely silence

I said "I believe" because I wasn't sure or not since the link was broken. I gave you two possible answers to your problem, saying that it was either replaced or muted.

At the end of the day, the music was replaced and your question was answered. I hope that you are able to use and enjoy this pack in your 1.19 playthroughs :)
