With GIMP:
Images > Image Scale (something like that) then set the drop down bar to none and send one part of the options for pixels to 32, 64, etc

That is very sketchy, it was like my texture pack when I first made it... BTW, use a different image editor so you can get a transparent background, and it will look WAY better, If you want to make it unsketchy though.
