Best programme to make skins with?



I have recently started making skins to upload to pmc, at the moment I am using http://www.minershoes.com/. Its ok but I was wondering if anyone knows/uses any software or online services to make skins on. Any suggestions would be appreciated.

Well there is many programs
Such as
  • Photoshop
  • GIMP
  • PaintNET

And most likely more than that but being photoshop you need to be a bit advanced than online one's.
