this tutorial is to show you how to make a texture pack you can read how to do a normal default 16x16 or you can watch the video the video covers both ways and how to do a HD texture pack for extra detail
step 1 click the start menu and click run and type %appdata% and then open the .minecraft folder and open the bin folder
step 2 then open minecraft.jar with winrar or any archive program and create a new folder on your desktop and name texture or anything you want to name it
(this is so you can access it fast) then go back to minecraft.jar folder and collect these files (drag the first folders at the top into the folder on the desktop and pack.png pack.txt particles.png and terrain.png)
step 3 you have to edit these files now any way you want. you can edt with programs like adobe photoshop, paint.net or gimp
then to edit right click on the file that you want to edit and select open with any one of those programs
