Stolen Submissions Protection [USEFUL Idea]

I got idea for how to prevent people from posting stolen submissions!!

Here's what I'm thinking:

HOW TO PREVENT STOLEN SUBMISSIONS FROM BEING POSTED:

Well we all know there have been stolen submissions on this site.
Mostly in texturepacks section.
And so this is the idea:

The Moderators and Cyprezz the Owner could make it where if the pack they upload is the EXACT same as another pack already uploaded it will be removed immediately or if they try to upload it it will say, "This has already been uploaded on the site."

Though it will not include like the resolution of the pack.......because so the owners can make different resolution sizes of their pack.If the un-original pack is REALLY close to the original like it sonly changed 1 pixel or something then it will be removed/un-able to be posted.*Still except for resolution.* *For texturepacks.*

For other submissions it will be if the zip or file is the exact same as another submission it will not allow them to post it on PMC.And if the un-originals just has a folder taken out (For some odd reason.) or edited files if the pictures in the post or the files are REAL close to the originals then that way un-originals will be deleted/un-able to be posted.*For the other submissions catagories.*

I think this is a great idea to atleast prevent less stolen stuff on PMC plz if you think its a great idea add 1 diamond :)

Also, so that people cannot say "I didn't know about it", they can be forced to run a search for it before posting. This would make it much easier to know that people are lieing. and not just stupid.

If the mod was made by them...and if they upload it again.....nothing will happen.

*Example: If the mod was on their account only and they post it again even updated version they keep it on there nothing happens to them.*

Question:

How would the site run checks on the images within the .zip file, in order to know whether it is the same as another already uploaded?

They could code a file checker thing into the upload when someone tries to upload it and code a file checker thing into the download button for previous submissions to see if they same then automatically removes them.

A good idea, but there is a large loop hole to this: a pixel.
People can just put a pixel and this wouldn't work. Not to be negative,but just pointing out the loopholes
