The way this datapack works is very simple. Type /trigger send_a_message, and you receive an enchanted book and quill. Anything you type in the book and quill will be send it chat once you push "Done". When it is sent in chat, the datapack uses /tellraw. Tellraw commands count as the sever and cannot be reported, since they have no player linked to it.
Type /tag <playername> add muted
to mute a player

There is no guarantee an approach like this is bulletproof since you're still typing in a book, and in bedrock edition things like the swear filter apply to books, anvils, signs, ect... I doubt they won't extend the report system in the same way.
Plus the chat report system is bad even for things unrelated to being banned, the mere fact that authenticated sessions send chat and god knows what other telemetries regarding in-game activity now is a major breach of security. This could be used to crack down on things like The Uncensored Library, a map with books that allows for people in countries with heavy surveillance and censorship to access information regarding their country's government.
I agree that the Telemetries are bad but my goal was to make something that works for Realms and Vanilla sever and their is no good way to disable that in Vanilla Minecraft.
Like, you can't report people for swearing..
