It is a line from Mobile Suit Gundam, and it translates to HAIL ZEON!
The Zeons were basically space Nazis, but they were fighting for independence from the Earth Federation government, which apparently had no right to rule space anyways.
So, SIEG ZEON!!!!!!!!!!!
