it uses 15 bud switch arrays to precisely tell if its night or day if all cells are in the correct position, it will switch in less tha a second

I assume the correct position is the lower border of the chunk it's inhabiting offset by a number returned by the function of the worlds random seed.

How does one calibrate it ?, or is it only 1-second optimal at that one location of the particular world it's in ?

correct position is that all cells already have switched states, so every cell can react to a change of the light level
