This is Kokonose "Konoha" Haruka from the anime "Mekaku City Actors". He also makes an apperance in the musical vocaloid series "Kagerou Project", which Mekaku City Actors is based off of. He makes another appearance in the Kagerou Days manga,
which is also based off Kagerou Project.
