This particular creeper was trained to control his blow, instead he was taught the ways of 'Slice 'n' Dice using his skills to assassinate everyone in minecraftia. The only person with the (excludes villagers because they were traumatised already) chance to kill him is.... 'Steve' but even he only has a slim chance.
