Okay, so if you are reading this, you probably plan on making a server. Here are suggestions from me on how to create a good and popular server.
First off, you need a theme. Is your server based around hardcore survival, creative building, mini-games, one specific mini-game, RPG, etc.? Make sure that whatever your server is based around is unique. Always remember this: Unique servers attracts players. What if I don't know what my server should be based around? Ask for suggestions from the Minecraft community on what kind of stuff they would want to see in a server. Even if you do have an idea, asking for suggestions is still recommended by me. People might have other ideas for your server to help improve the ideas you currently have.
How do I find good plugins? Well, a good place to find plugins is the Bukkit website. It has tons of Bukkit plugins. Make sure to read every detail of the plugin to make sure this plugin is what you're looking for. If you cannot find the plugin you're looking for, ask people if they know of good plugins for your server.
How do I get a good staff team? I suggest getting friends to be staff on your server. Try to get a couple admins, maybe a co-owner, a couple moderators, and one or two developers. If you cannot find friends who would be good staff members or you don't have friends that play Minecraft, interview people to become staff on your server on sites like PMC.
One last thing to remember; don't expect your server to be huge at first. Start off small. It'll grow as time goes by if your server is good.

Why on Earth would ANYONE need a developer? Or two?! Especially a small server?
Also, getting friends to staff your server is a bad idea. It creates trouble when you have to fire/discipline them.
Wrong. I fully disagree with this blog.
2. Developers know how to set up plugins like Pex. I have seen many good yet small servers with developers.
3. I can see that it would be trouble when firing staff that are friends. It is easier to trust friends then people you interview for staff, though.

The server owner should know how to setup his own rank/groups plugin. If an owner doesn't know how to operate his own server, it'll fail. 100% of the time.

And dude, you can find all the info about whatever plugins you have online. The owner should know how to setup/fix EVERY plugin. If you can't own your own server, you shouldn't do it.
