How do you download mods, and also what programs and files you need to have. If you are wanting to install some, are you on a mac or a windows machine?

First your going to need winrar which you probably should have. Anyways, download the mod you want and then go to %appdata%/.minecraft/bin and right click "Minecraft.jar" and then chose "Open with Winrar" and then put all the files from the mod into the minecraft.jar and then delete 'Meta-INF' folder then start minecraft.
