One thing I've noticed is that there are two types of staff that servers can usually have. One type is the staff that is very laid back, willing to connect to players on a personal level, and sometimes even very patient. The other type is the tight-shift staff, the authoritarians who perma-ban on the slightest misdemeanor, then telling the user basically to appeal, or go away.

So, what type of staff do you run into most of the time? In some cases, the second type can result in a better, cleaner server. But the first type will mean a server with more people. Maybe not good-natured people, or mature people, but a variety of people. And sometimes that's good.
