This is how I draw hair. Others may vary in style.
Steps are more detailed in the description here,
1. As usual sketch out the subject you're drawing.
2. Start to lineart it with a thicker pen; usually double the size of the sketch pen.
3. Add the highlight points into the hair and detail the subject as you usually would. (where does the light come from?)
4. Fill in all your shadows of the hair compactly with pen patterns in the style of a repeated curved line-- do not do every strand; just do some that makes it look like hair.
5. The detail the rest of the hair using a less compact method with the pen.
6. Add the colors UNDERNEATH the pen layer and also add highlight hair strands UNDERNEATH the pen layer with a lighter color or white. Set the color of the pen layer areas of the hairs to the color of the hair albeit a much darker shade.
