    What this data packet does is that the TNT is constantly jumping, and for every jump it takes, it explodes. The only way to stop a jumping TNT is to put it under this water, lava, or bedrock.

    Why I installed the datapack and enabled it, but when I jumped, there was no TNT generated under my feet

    Haha, I think you didn't understand what the data pack does. The datapack consists that when a tnt is turned on it explodes and in turn bounces. try to activate the datapack and turn on a tnt and you will see what I mean
