Hey guys so I have a thought that is bugging me and wanted to know your opinion, Now this is a large and broad question where your opinion is right, There is no wrong answer, If you wish to contribute keep it on topic and no flaming please.
I just wandered, If a country was to commit a war crime, Who is to blame? State or the individuals involved?
A good example of this would be WW1 and WW2, Where in world war 1, The Treaty of Versailles made it so that the State was to blame for the actions of a few, And the punishment of the leader at that time was not a primary topic for the Treaty, In fact he got away with it and made off to a neutral country. However things changed in WW2 where they did not blame the state for the war and punishment did not fall on the citizens, but fell on those in charge.
So what do you think is right? State or individuals to be blamed?
