PMC's top server list slots are unofficially for sale. After setting up Votifier (it's a free server plugin) to register votes for your server on PMC, you then buy votes from your players by giving them items, ranks, and so on. Then PMC ranks you higher on the "top servers" list and you get more players, who you can then extort for even more votes, securing your position against competitors.
By the way, the votifier angle is a waste of your time unless you're willing to buy votes. This is because you'll never rise high enough to be visible playing fair and asking politely for votes from happy players when so many other servers are cheating.
How is this a thing, you ask? That's disgusting, you say?! PMC makes money off of visits to the site (via advertisements), so they reward servers who send them the most visitors by placing them higher on the top servers list. The top servers listing, therefore, only represents which servers are best at extorting their players. PMC buys visits, servers buy votes, players suffer because they have no reliable way of determining which servers are actually good versus just good at wringing votes out of their players.
Well then why do honest server owners even bother with PMC, you ask? Because PMC is the only server list site which lets you "bump" your post daily. On other sites, you spend an hour submitting your server only to get a few minutes of listing on their main page, and after that you're never seen again unless you buy votes. At least PMC lets you have a few seconds of visibility each day on the "recently updated" list, so we begrudgingly use the site anyway.
Sadly, all the server list sites support votifier, which makes their ranks untrustworthy. Quality servers (like mine) don't ask players for votes and they definitely don't buy votes from players by giving them in-game items (diamonds!) or perks (creative mode for a day after 1,000 votes!). If you're looking for a quality server, you'll have to be patient and look through the "recently updated" list instead, sifting through the muck for the server that doesn't disappoint you.
