Looking for help with pets

So I'm looking to make a Minecraft server with a plugin that allows pets. The server is on
1.17 (I cannot use newer versions for complicated reasons), and I want people to be able
to choose a pet that follows them around that can be any mob in the game. The only thing is I want this as a plugin, and I also don't wan't it on the survival game, and I want it so that I can choose the players who are able to have pets.
