If you could make a standard for datapacks, what would it be?

By standard, I means rules. (Like rules when making datapacks, etc.)

If by which you mean a Standard (n): A level of quality or attainment,

Actually the standard is already surprisely high. There's severely less hot garbage datapacks out there than, say, maps.

The reason there are far less bad data packs than maps is because data packs require much work and learning. Maps are easy to make and easy to make poorly. Just place some blocks, use pressure plates with /title, /tellraw, or /say, and upload it. That is how some maps are. Data packs, on the other hand require extensive knowledge of Minecraft commands, which can take months to learn. Because commands take months to learn and take time to implement into a data pack, people choose to use their time wisely. In my opinion, making data packs is fun, but finishing it and saying to myself, "I like this data pack that I made!" is the best reward for making data packs.

No custom crafting datapacks (or don't call them a datapack).

Most of them use an online tool, which they never give credit to. They are extremely low effort and they often recieve more attention than they deserve.

I think datapacks with custom recipes are good, but solely basing the pack around it, yeah, undeniably lazy.
