There IS a way to bring monoliths into 1.13.2.
1. In the Minecraft Launcher go to Launch options, click add new, create an option to launch Minecraft 1.12.2.
A small rectangle with an up arrowhead will appear to the the right of the play button. When you click it you'll be able to select between your current launch option and the one you just created.
2. Launch in 1.12.2 and create a custom world with the settings necessary to trigger the monolith glitch. https://www.youtube.com/watch?v=6CjW4pPwtaQ

Not sure if I need to mention this, but remain aware that any ocean biome chunks spawned during World generation will not include Update Aquatic terrain features.
