What are the Best Things to Put in a Survival Shop?

So exactly what the topic says: What are the best items to put in a survival server's shop?
Recently I have been working with BossShopPro in redoing a server's shop list, I don't want to give the players everything in hopes they will actual stick around and play the game, but I also don't want to discourage builders, as in those who just want to make awesome builds.
I have already removed the more "Rare" items to encourage players to come to events for those more rare items drops, While some players are happy that certain items are now more rare, there are still few who disagree. So I'd like to hear other's options.
