Is it possible to create biome specific custom sky textures using a resource pack and Optifine?

In combination with a resourcepack, it might be possible. However, I don't know if it'll go further than "overworld" "nether" "end". The Nether and End have different skies (which you'll find out if you set a nether or end biome in the overworld), so you could use that. I don't know if it'll work for other biomes though.
