I and my friends have a Minecraft server and we want to be able to switch between vanilla and modded. We would like to have multiple worlds, one with mods and one without, without having to buy multiple servers. When you would join the server you could choose between the two worlds, like in hypixel when you choose a minigame.

Yes it is!
It's complicated but it is possible and then there will be some problems.
1. no Bungee but the fork Waterfall.
2.Lobby must be vanilla .1.12.2 where you will have to edit the .jar so that the forge client won't get kicked, reed FatExplodingPig commented on Jul 4, 2017. Viaversion must be on too!
3. ftb/forge can go on any vanilla but only on one specific ftb version or forge...
4. You will need sponge...this makes it possible to use proxy and plugins on forge... and this wil have some impact on your forge mods. some off them won't work.
I had this setup but now that i dont have my super server i don't have the setup. ;)
You won't have to by multiple servers wit proxy you can have many servers on one serve...proxy.
But it depends on how much memory/ram and cpu power you have...must at least have 5Gb for one FTB server.

1 word: plugins. Plugins aren't in as much detail as mods atm, but if you can find someone who's good at java and is willing, you could easily set up individual worlds. You can quite easily restrict plugins to a world.
The only problem with this is finding someone willing to create a set of plugins, or one plugin, that is essentially the mods you want.
So you may end up paying about the same. Not much else is possible tho

As far as I'm concerned, this isn't possible without multiple servers.

I think this won't work for him because in his question he said: "without having to buy multiple servers" and BungeeCord requires you to have 3 servers.
Plus if by Modded server he means something like Tekkit or FTB then this would be impossible too because you need a different launcher for a modded server.

This can be done on one host that allows for split traffic, but it'll take quite a bit of work and a host with more flexibility than most owners are able to use.
And, like your second part, it still wouldn't address the fact there is no client that can go between modded and vanilla. He should find that before trying something like this.

Yeah, if he considers the limitations noted so far, he could still put it together using that route.
