CPU usage to low, creating load issues.
So I have a rather beefy pc. As minecraft goes, it could handle it. I have an i3 6100, gtx 1050, and 8 gb ram. My problem is, I start Minecraft, and the CPU percent is about normal, for minecraft, but when I go to generate a world, it goes down to 1 - 5 percent. Same for joining a server. I've tried allocating more ram, and reinstalling. I'm running windows 10. Any help? Has anyone else had this problem? Just an FYI, I won't be able to try anything until afternoon tomorrow.

My PC specs
Intel Core i5-6300HQ CPU @ 2.30Ghz with Intel HD Graphics 530
Nvidia Geforce GTX 960M
Installed Ram 8.00 GB
Windows 10
64-bit Operating System, x64-based Processor
I can run Minecraft and other big mods for it just fine so I don't understand why yours has a problem. Minecraft may have a limit that you need to remove. Try what EmperorSalt said and hopefully it will fix

Lower your render, open your GPU driver UI and allow max CPU usage, maybe remove any limits you may have set on games, try looking in task manager's settings to see if anything could cause an issue, and as a last resort open your BIOS on startup to check there.

The problem it that it's so low, it won't load or generate a world. I have it 30 min and it only got 1%. Is this normal? I've used mac all my life, and it loaded fast there, but on my new pc it so slow. I can't give you FPS because I can't get into a game. Connecting to servers gives the same bug

low cpu usage is good, high is bad, unless its causing trouble being low then no need to worrie about it
