It's best to give more context on what you're doing, but assuming this is a server, the permission essentials.build also solves the issue.

This is most likely caused by EssentialsAntiBuild if your using that plugin.
Just remove the plugin if ur not planning on using it.
If ur not using EssentialsAntiBuild then I suggest looking for a plugin that can prevent players from building.
