You need Bukkit or spigot to make a GUI/Menu. There is lots of diffrent plugins that you can configure on Bukkit and Spigot forums

Asking for a GUI in vanilla defeats the purpose, then.

I suggest you to either install a plugin, which takes like a minute, or learn command blocks, which takes a bit longer than a minute.
Urgh, I said it plenty of time before and I'll say it again. The reason my server is vanilla is not only nothing on it requires plugins, it is also what makes it more unique. And I have stuff like an economy system on there with mystery boxes, shops, and ranks, so I already know command blocks and structure blocks.

Why can't you use a plugin? Just fyi, the closest thing I can think of is a text-based menu in your chatbox run by command blocks. You *might* be able to achieve something similar to a GUI by having players take out an item from a chest, the command block testfor that block in the inventory, immediately remove it and put it back, and then using a comparator to send off a TP, or whatever. Lot of work, though.

There's probably a plugin for it, but I'd say the best course is coding one yourself...
