Your using an older launcher, therefore you aren't connected to the skin server as @HypeOr said below. Try the new launcher maybe? And Google if it won't install properly.

You're not connected to the skin server but other players are. Try Googling issues for that.

Well It's not in my custom server, it's in a bunch of different servers like hypixel and Jerry and harry

Regardless of the server you are connecting to, skins are stored on their own server.
