Plugin help with spawn...any savy plugin managers?

opening server in a few days and need someone to help me program my spawn.
Need:
new players spawn to spawn area with rules and regs
teleport from spawn area to main square this would reset that players spawn to town square.
anyone help?

Use EssentialsSpawn along with PermissionEX (Could use other but I use PEX)
New members are [New] Rank or whatever rank and after they read the rules and stuff. They can warp to the new spawn and get a new rank with along another plugin so they are [Member] Rank or whatever rank.
/setspawn New
