Votifier not decrypting, yet the key is correct

Well the title says it all, I have made multiple attempts to fix this error: http://pastebin.com/p9BFNT05
I have even deleted and regenerated the key and updated it on PMC. Oddly enough however it only throws this error from votes on PMC. It also makes a connection to votifier successfully (I've also tried multiple sites and they've succeeded). I also have SVL installed with it configured to work. Does anyone know any solution to this (I've reinstalled votifier too)?

which version of bukkit/spigot are you using lookup the plugin for your version of the game of that wont work i would recommend reinstalling the plugin
