is it true that if i was using a VPN and hosted a lan server and someone else on that same vpn was on mc as well, could they join my lan server? i have heard rumors that this works but i don't know, does it?
if it does not, is there any way i can play modded mc with someone without having to host a dedicated server?

Yes this works if they are on the same VPN server as you.

Hamachi used to be HUGE back in the day in this community due to it doing exactly that.

i don't think that supports minecraft forge.

It does but you have to use their modpacks.
