I am one of two owners for a soon to be server called Aussie Skies. We have had some custom mob created, but we can't find a way to add them into the server. The server is a Skyblock server and is running on 1.12.2. We have considered adding a mod pack but can't work out a way to add the mobs to the server without having to have players download the mod pack. The other option was to create a plugin or find an existing one where it allows to you edit the plugin to create or own mobs. The mobs are also to be entities.
