Well, iv been looking in my minecraft folder for a mod folder but there is only Texture pack Texture pack 3d and a hole ton but no folder saying mod's i was thinking mabey if i download a mod and find that mod folder i could put my mod i downloaded into that mod folder and wala i have it if you can help me it would be a big thanks

Well yeah, Modloader creates it for you, when you install it, if it's not there it just simply means Modloader or Forge isn't installed on your minecraft.

A mod folder does not just pop up. You have to create one yourself. That's all.

1. Look in your other folders to see if it is in them.
2. If you can't find it then create a new one.
