Need expert to make my idea into a mod

Hi all,
I have a mod idea, but no programming experiance at all. I would like a mod that adds a teleporter to the game that doesn't have a distance restriction. I would like it to be a portal instead of pad/lever. I would like it to be different from the nether portal, and have one portal be able to go to different ones (ie portal 1 to be able to go to portal 2 or 3 via an address) I would like it to be a stand alone mod that has its own power source, blocks, efects, etc...
If you know how to create mods and would like to create this one, message me and you will get the credit for making it.
I would like the mod to be compatible with minecraft version 1.4.7 an 1.5.1 if you can. If only one is available, just version 1.4.7
