Which type of town would you rather see in my server?

I'm currently working on a roleplay server that has a small town that has a FNAF pizzeria. Would you all rather have a town on the overworld or an underground town? Please vote.

I Pick overworld town because I think the only way a town can be noticed is being built on land, Althought a Semi-Undeground town wouldn't be a bad idea
