I've been looking everywhere trying to find how I could finally get these sounds to play, but in vain.
I tried multiple times the following command:
/execute @e[type=arrow,name=Mortar] ~ ~ ~ /playsound minecraft:random.explosion neutral @a[r=50] ~ ~ ~ 3 0.5
No sound was ever played. Is it the command that is not formated properly or Mojang just decied to be jerks and removed the ability to play those sounds via commands?

The sound was renamed.
/playsound minecraft:entity.generic.explode neutral @a[r=50] ~ ~ ~ 3 0.5

Try the playsound on its own. See what happens
