Command Block Help

Ok so what I want to do on a pvp arena I'm making on a bukkit server is have shooting wither skulls (above the arena) but I don't exactly know how to do that without a plugin or how to do it with a command block. Any help?

ok, thanks. Thats what I was leaning towards.

I think there's a way with /summon but I am not &100 (I wouldn't know how to use it anyways). though I think a plugin is ur best bet.
