just change 15.0 to anything you want between 0.0 and 1.7x10^308

I think something with /effect might work. Not sure if it works on entities though.
Example command: /effect @e[type=Cow] instant_damage 30 1
/effect
@e[type=Cow]: Selects all cows
instant_damage: 1.8 ID for damage potion
30: Amount of time
1: power of potion
Example command: /effect @e[type=Cow] instant_damage 30 1
