I am trying to summon an item that won't fall off the block i summon it on(it's glitching through slabs and stairs), this is the command i have been using:
/summon Item ~ ~4 ~ {Item:{id:sugar,Count:1},PickupDelay:-32768,Age:-32768}
Is there any way to apply the NoGravity tag to it? Any ideas?

The NoGravity tag only applies to armor stands, and the NoAI tag only works on mobs. If you'd like, you could simply teleport the item to the coordinates where you want it to stay repeated so it doesn't move:
tp @e[x,y,z,0,type=Item] x y z
Simply replace both sets of x y z with the coordinates and run the command on a fill clock, and the item should appear to simply float.
