I put a music thing in my resource pack but it won't play it?

Minecraft uses .ogg format for their sound files.
This website will convert your files to .ogg for free: http://audio.online-convert.com/convert-to-ogg
It takes some time to convert each file one by one, but it should work once you've done that and put the "music" folders into the "sounds" folder.

Did you put it in as a Mp3/mp4 file?

well its a vlc mp3 recording so yeah its the same as regular minecraft.
