[HELP] Can someone make a resource pack: Like matmos mod

I have tried to download the MAtmos mod and it doesnt work, so can any one make a resource pack that only changes the sound not the texture. If possible just make all the noises that the mod makes for like the inventory shuffle noises and sword noises... ect

As I understand it, resource packs only edit sounds that already exist in the game and have a place in the game's core, so yes and no. Someone could make a nice soundpack, but I don't think they could add the extra sounds that are included in sound mods like Matmos.

You can't have additional sounds in Resource Packs, only replace current ones or add new ones that can be played through Command Blocks. You can't have Inv Shuffle or Sword sounds in a Resource Pack, you need the mod.
